YDA Response to the 2026-27 Budget Announcement
Following the Budget 2026–27 announcement, Youth Diabetes Action (YDA) acknowledges the government’s focus on strengthening primary healthcare and chronic disease management. Yet we remain deeply concerned about the ongoing lack of dedicated funding for Type 1 diabetes care—especially access to essential technologies such as continuous glucose monitors (CGMs).
The lack of targeted CGM support poses significant barriers for families striving to manage Type 1 diabetes effectively. As Hong Kong positions itself as an international hub for health innovation, this ambition should include broad access to proven technologies like CGMs for those living with Type 1 diabetes.
Evidence from research conducted in collaboration between YDA and a local university shows that CGMs significantly improve blood glucose control — resulting in an 85% reduction in hospitalisations due to diabetic ketoacidosis, along with notable decreases in severe hypoglycaemia and hyperglycaemia incidents. These findings highlight the urgent need for funding to ensure that all young people with Type 1 diabetes have equitable access to this life‑changing technology.
YDA proposes the following recommendations:
Differentiate between Type 1 and Type 2 diabetes in policy
We urge the Government to recognise the unique challenges associated with managing Type 1 diabetes. Families of children living with this condition often face barriers to accessing essential resources and information required for effective care. Unlike Type 2 diabetes, managing Type 1 diabetes demands daily insulin injections and constant glucose monitoring, placing considerable pressure on caregivers. Unfortunately, current support systems remain inadequate, leaving many families to navigate these challenges without the necessary resources or training.
Provide CGMs for children with Type 1 diabetes
We advocate for the establishment of specific policies and funding initiatives that address the distinct needs of families affected by Type 1 diabetes, such as the provision of CGM devices. It is crucial that Type 1 and Type 2 diabetes are recognised as distinct conditions, each requiring tailored strategies and resources to ensure appropriate support and management.
Provide more resources to caregivers of children with diabetes
Caregivers play a vital role in the day‑to‑day management of diabetes, yet many lack access to training, psychosocial support, and respite services. By investing in caregiver resources and education, the Government can not only alleviate caregiver stress but also improve health outcomes for children and youth living with diabetes.
At YDA, we believe that investing in CGMs and enhancing caregiver support are vital steps toward achieving equitable healthcare for all individuals living with diabetes. This is not merely a health issue; it is essential for empowering children and their families to thrive without being hindered by the challenges of diabetes. We call upon the government to take these necessary actions to provide the vital support our community urgently needs.
